It turns one coding agent into a bounded orchestration cohort by exposing a single model-facing legion tool whose choices are semantic Specialists such as quick, deep and review; each Specialist carries a deployment-owned model route, subagent backend, persona, tool filter, depth and result contract, so the coordinating agent picks intent instead of model IDs and a prompt can never widen the policy behind a Specialist. Declarative Cohorts and Strategies plus depth-limited subagent delegation keep delegation reviewable, and changing the model behind a Specialist rewrites no prompts. A dsh-legion doctor command validates the routing policy against a providers fixture before you depend on it.
